Extract Makuai_Start.usm into: Tekken 7 > TekkenGame > Content > Movies > Ui Overwrite when asked

The original Makuai_Start is in 30 fps and compressed to hell so there is a noticeable transition to the loop part. I'll gladly make another version if someone can find a less ugly version.
