Upgrades Intel XeSS from 1.2.0.13 to 1.3.0.28 which should significantly improve performance when using XeSS

With my poor Ryzen 7 1700X and an RTX 2060 using a virtual machine it performed better than NVIDIA DLSS 3.7.0 with no frame drops during gameplay, your mileage may vary
